December 2024

Hello L. David,

Happy Holidays District 3 Constituents,

As we approach the close of another year, I want to take a moment to reflect on the progress we've made together and to express my heartfelt gratitude to each of you for your continued support and partnership.

This year has been one of resilience, collaboration, and positive change in our community. We’ve worked together on numerous projects that enhanced our local infrastructure and created opportunities for everyone to thrive. Though we've made great strides in renovating parks, improving roads, and enhancing community outreach programs that ensure no one is left behind, we know there’s more to do. Therefore, my biggest ask is for you to continue being involved and volunteering with the County and District 3, and to invite your friends and family to become involved.

I am deeply proud of what we’ve accomplished together, and I want to thank each of you for your involvement. Whether you attended town halls, participated in community cleanups and food drives, or simply supported a local initiative, your dedication to our shared future is what makes our community so special.

As we celebrate the holiday season, I hope you find time to enjoy peace, joy, and warmth with your loved ones. May this time of year bring you rest and reflection, and may the year ahead bring new opportunities for all of us to continue building a better and stronger Gwinnett County and District 3.

Thank you once again for the honor of serving as your commissioner. I look forward to what we will achieve together in the new year.

Enjoy this Holiday Season!

Commissioner Watkins

65 local nonprofits to receive ARPA grant funding

Gwinnett County Government has selected 65 nonprofits that service critical needs to receive a combined total of $4.95 million in Nonprofit Capacity Building Grant funding. Capital support focuses on projects that improve capacity by fulfilling a capital need such as equipment, software solutions, and vehicles. Safety Tip of the Month: Avoid being the next victim of a car break-in

The holiday season is here! Here are some safety tips to keep you and your loved ones safe.

•Always lock your vehicle and close your windows completely.

•If you have a garage, always park inside it.

•Check your door handles before walking away to assure the doors are locked.

•Do not leave any valuable items inside your vehicle; purses, backpacks, laptops, cell phones, tablets, GPS units, and firearms should be secured with you each time you leave your vehicle.

•If you do need to secure items in your vehicle temporarily, always place them out of sight and do so before you reach your final destination. Criminals watch when you place a purse or laptop in your trunk before you go walking in a park, and they know you will be gone for a while. Never leave valuables in your vehicle overnight.

•Nothing should be visible when looking in your car. Charging cords, sunglasses, garage door openers, and loose change should be out of sight.

•Report any suspicious vehicles or individuals to the Police Department.

November 2024

Hello L. David,

Every November, we come together to celebrate Veterans Day and honor all of those who have served. I'm proud to be a veteran of the United States Army, and I look forward to our annual Veterans Day ceremony on November 11 to celebrate our military heroes. I hope you can join us!

In October, I was honored to speak at Chairwoman Nicole Love Hendrickson's Stand Down event (photos below) supporting our local veterans and their families by connecting them with essential resources and services. As a veteran, I understand how important it is to feel supported by the community and this event reaffirms our dedication to making a difference in the lives of veterans and their families.

I would also like to congratulate Sirish Subash, a ninth grader at the Gwinnett School of Mathematics, Science, and Technology in Snellville on winning the 2024 3M Young Scientist Challenge, the nation's premier middle school science competition. He created a project called "Pestiscand", which is a handheld device designed to detect pesticide residues on produce using a non-destructive method. He receives a $25,000 cash prize and the prestigious title of "America's Top Young Scientist".

PROTECTING OUR RESOURCES

Save money with smart water habits

All of Gwinnett's drinking water is solely sourced from Lake Lanier, so it's important to practice daily water conservation. Reducing your water usage helps protect our water resources and saves you money on your water bill. Make small changes to the way you use water with these helpful tips:

  • Turn the faucet off when brushing your teeth or shaving
  • Only wash full loads of dishes and laundry
  • Upgrade to WaterSense plumbing fixtures
  • Check for leaks and repair them quickly

Visit Gwinnetth2o.com for more information on water conservation.

Improve the environment while cooking

Join us on Thursday, November 14 at the Norcross Branch of the Gwinnett County Public Library for the Better Cooking for a Better Environment workshop. From 6:00pm to 7:30pm, you'll learn how properly disposing of fats, oils, and grease in your kitchen helps protect our outdoor water resources, with cooking and cleanup demonstrations. To register, visit Gwinnetth2o.com, call 678.376.6914, or email DWRworkshops@GwinnettCounty.com with your name, address, and phone number.

PUBLIC SAFETY

Prioritize safety this Halloween

Halloween is an exciting time for those who celebrate, but twice as many kids are killed while walking on the holiday than any other day of the year. With simple precautions, kids can stay safe. Prepare children to act safely and be alert while driving with these helpful tips:

  • Cross the street safely, using traffic signals and crosswalks
  • Walk on sidewalks or paths
  • Avoid running into the street and crossing between parked cars
  • Carry glow sticks or flashlights to be visible to drivers at night
  • Drive slowly in residential neighborhoods
  • Reduce distractions inside your vehicle while driving

Please visit GwinnettSafety411.com for more holiday safety tips.

SPLOST

Gwinnett uses SPLOST funding to extend life of ambulances

Gwinnett Fire and Emergency Services will extend the lifespan of 20 ambulances by remounting the patient transport compartment onto new frames instead of buying new units. This innovative approach not only saves an estimated 20 to 50 percent in the cost of refurbishing the ambulances, but it also promotes sustainability by reducing waste.

Life Line Emergency Vehicles was awarded two SPLOST-funded contracts totaling $5.3 million. To learn more about how your pennies work in Gwinnett, please visit GwinnettSPLOST.com.

Named after its original occupant, Isaac Adair, an early county settler and surveyor, this two-story house was built around 1827, has changed hands several times, been relocated twice for preservation, and is now listed on the National Register of Historic Places.

The Seminary, originally a finishing school for young women in the 1830s, was rebuilt after a fire in 1855. It later served as a Masonic lodge, a community civic center, and a radio station. Today, the second floor houses the Gwinnett History Museum, filled with fascinating artifacts.

September 2024

Hello L. David,

Happy September! We have had another busy month.

I am deeply honored to be nominated to the Health Steering Committee of the National Association of Counties. I also recently completed the NACo High Performance Leadership Academy, which is another honor I take pride in. These opportunities allow me to bring the concerns and needs of Gwinnett to a national platform where we can work together to shape policies that directly impact the health and well-being of our communities.

I will host three town halls in September. The first town hall will focus on mental health and available resources and will take place on Monday, September 9 from 6:30pm to 8:00pm at the Gwinnett Justice and Administration Center Auditorium in Lawrenceville. This town hall will be a follow-up from our July town hall that focused on the dangers of fentanyl.

In addition, I will also hold two State of the District town halls later this month. Topics of these town halls include transportation, the millage rate, crime, parks and recreation, water resources, and more. The first one will occur on Monday, September 23 from 6:30pm to 8:00pm at the Dacula Park Activity Building located at 2735 Auburn Avenue in Dacula. The second will take place on Monday, September 30 from 6:30pm to 8:00pm at Snellville City Hall. I hope to see you and look forward to engaging with the residents of District 3 and Gwinnett County.

Keep reading below for some more exciting news and events around Gwinnett.

It will also serve as the command center for the County's Community Navigator Team. In partnership with View Point Health, OneStop Gwinnett will address the County's growing need for mental and behavioral health services with a 30-bed inpatient stabilization unit and a 23-hour temporary observation day center capable of accommodating up to 15 individuals.

Board keeps 2024 millage rate the same as last year

The Gwinnett County Board of Commissioners adopted the same general fund millage rate as last year, 6.95 mills. Prior to the vote, the Board accepted public comments at three public hearings and through the County's website.

Most homeowners in Gwinnett benefit from the Value Offset Exemption, meaning they will not see an increase in the county government portion of their tax bill. Property taxes are based on millage rates set by county government, schools, and cities. One mill equals a dollar tax per thousand dollars of assessed property value.

Details on the 2024 millage rates and information about how property taxes are calculated are available at GwinnettCounty.com/PropertyTaxes. Property tax bills are due in October.

PROTECTING OUR RESOURCES

Keep your gutters clear and our water clean

As autumn approaches and leaves begin to fall, it’s important to keep them out of storm drains, which lead directly to our local waterways. Leaves blocking storm drains can contribute to flooding in the street, increasing the risk of damage to property and infrastructure. When leaves decompose in a waterway, they release nutrients that can pose a threat to the underwater ecosystem. Avoid these issues and keep our water clean with these helpful tips:

  • Avoid raking or blowing leaves into the street
  • Compost fallen leaves for free fertilizer to use in your garden
  • Use fallen leaves as mulch in your landscape
