Register to vote in the General Election

The deadline to register to vote and be eligible to cast a ballot in the November 5 General Election is Monday, October 7. To register to vote in Georgia, you must be a citizen of the United States, a legal resident of Georgia and of the county in which you wish to vote, and at least 17.5 years of age to register and 18 years of age by Election Day.

 

You can complete the voter registration application online or print and complete a voter registration form on the Gwinnett Register to Vote webpage. To check your voter registration status, visit the Secretary of State's website at MVP.SOS.GA.gov. Please call the Voter Registrations and Elections Office at 678.226.7210 or visit GwinnettElections.com if you have any questions.

Solicitor’s Office to hold Second Annual Dash 4 Domestic Violence Awareness 5K

The Gwinnett County Solicitor’s Office will hold its second annual Dash 4 Domestic Violence Awareness 5K on Saturday, October 5 at 8:00am at Alexander Park, located at 955 Scenic Highway in Lawrenceville. There is still time to register at GwinnettCounty.com/Dash4DomesticViolence.

 

Registration is $35 per participant. Proceeds from the 5K will go to three domestic violence organizations that provide essential resources to survivors and education to the public — Mosaic Georgia, Partnership Against Domestic Violence, and Ahimsa House.

Gwinnett hosting several poll official hiring events

Citizens who want to be involved in the electoral process are invited to attend one of Gwinnett County’s upcoming poll official hiring events. Gwinnett Voter Registrations and Elections is looking for citizens of all backgrounds — including bilingual poll officials — who want to gain valuable work experience and earn between $175 to $440 per election.

 

During the event, attendees must complete an I-9 form and bring the required original identification documents for verification. If you are unable to attend a poll official hiring event, apply at GwinnettCountyJobs.com.

Attend Fiesta on the Plaza on October 15

Celebrate the contributions of our Hispanic and Latino community during Hispanic Latino Heritage Month! Join us for Fiesta on the Plaza on Tuesday, October 15 from 6:00pm to 8:00pm for an evening of food, music, entertainment, and more. The event will be at the Gwinnett Justice and Administration Center Plaza, located at 75 Langley Drive in Lawrenceville.

 

An exhibit honoring the Hispanic and Latino community will also be open to the public through October 15 in the Gwinnett Justice and Administration Center Atrium. The self-guided exhibit highlights the American Latino community’s rich history and culture.

Join us in celebrating the future of Gwinnett!

Discover how Gwinnett Planning and Development is working to create a more livable community at the Gwinnett County Block Party on Saturday, October 19 at Alexander Park in Lawrenceville! From 11:00am to 3:00pm, attendees can explore long-range and current planning booths, show off their art skills with a placemaking project, learn more about County services, and enjoy food, fall-themed kids’ activities, and more.

Veterans invited to resource event October 26

Gwinnett County Chairwoman Nicole Love Hendrickson is hosting the second annual Stand Down event to provide resources and services to veterans on Saturday, October 26 from 10:00am to noon at OneStop Norcross.

 

The event will include a special car showcase and provide supplies and services to all veterans and their families no matter their status. This includes food, health screenings, haircuts, flu and COVID-19 vaccines, and more. Register at GwinnettCounty.com/VeteransStandDown or by calling 770.822.8850.

Gwinnett acquires 23-acre Macy's site at Gwinnett Place Mall

The Gwinnett County Board of Commissioners approved the Urban Redevelopment Agency of Gwinnett County’s purchase of the Macy’s sites at Gwinnett Place Mall, totaling 23 acres, for $16.5 million. The board also approved the issuance of bonds to fund the purchase through its Urban Redevelopment Agency. The Urban Redevelopment Agency of Gwinnett County will acquire 293,059 square feet of retail buildings on 23 acres of the Gwinnett Place Mall site, including the Macy’s department store and Macy’s furniture store, which will be leased back to Macy’s for store operations to continue through early 2025.

 

The Gwinnett Place Mall Site Revitalization Strategy was a combined effort between Gwinnett County, the Gwinnett Place CID, and the Atlanta Regional Commission.

Property tax bills due October 15

The 2024 Gwinnett County property tax bills, mailed in August, are due on October 15. If you have an escrow account, your property tax information is made available to your mortgage company. It is your responsibility to ensure taxes are paid.

Discover the Secrets of Our Historical Sites

If you love local history, visit the Isaac Adair House and the Lawrenceville Female Seminary, two of Gwinnett’s treasured sites adjacently located in downtown Lawrenceville.

 

Named after its original occupant, Isaac Adair, an early county settler and surveyor, this two-story house was built around 1827, has changed hands several times, been relocated twice for preservation, and is now listed on the National Register of Historic Places.

 

The Seminary, originally a finishing school for young women in the 1830s, was rebuilt after a fire in 1855. It later served as a Masonic lodge, a community civic center, and a radio station. Today, the second floor houses the Gwinnett History Museum, filled with fascinating artifacts.

Celebrate Hispanic Latino Heritage Month

Celebrate the contributions of our Hispanic and Latino community during Hispanic Latino Heritage Month! From September 15 through October 15, explore a self-guided exhibit highlighting the American Latino community’s rich histories and culture at the Gwinnett Justice and Administration Center atrium in Lawrenceville. Microtransit pilot program launches in Norcross

A new microtransit pilot program is now available for local travel in Norcross and the Gateway85 Community Improvement District. Microtransit is a curb-to-curb service that will pick you up and take you anywhere within the designated area. For only $3, you can order your on-demand ride with the Ride Gwinnett app or by calling dispatch at 770.246.4770 and selecting option 3.

 

The program is funded 44 percent each by Gwinnett County and Gateway85 CID, with the city of Norcross covering the remainder. The pilot is scheduled to operate for one year. Visit RideGwinnett.com for more information and to download the Ride Gwinnett app. 

Gwinnett to host glass and paper recycling event

Gwinnett residents are invited to drop off glass and paper for recycling Thursday, September 12 from 11:00am to 1:00pm at Lenora Park, located at 4500 Lenora Church Road in Snellville. Glass and paper should be sorted into separate containers for recycling. Paper should be in a disposable container that will not be returned.

Apply for the District Attorney’s Office Citizens Academy

Residents can get an in-depth understanding of the criminal justice system. The District Attorney’s Office will host its second Citizens Academy from Tuesday, October 1 through Tuesday, December 3 from 6:00pm to 8:30pm. Sessions will be held every Tuesday in Conference Room C at the Gwinnett Justice and Administration Center located at 75 Langley Drive in Lawrenceville.

 

Applications will be accepted through Friday, September 13 at GwinnettCounty.com/DACitizensAcademy.

Share your input for the Gwinnett Disparity Study

Gwinnett County Government is seeking your feedback for its first disparity study. The County has partnered with Griffin & Strong, P.C. to evaluate potential disparities or barriers in government contracting and purchasing for small and/or underrepresented businesses. 

 

Register for an in-person informational meeting on Wednesday, September 18 from 6:00pm to 7:00pm at the George Pierce Park, Community Room. You can also register for a virtual meeting on Thursday, September 19 at 2:00pm.

Hello L. David,

 

Happy September! We have had another busy month.

 

I am deeply honored to be nominated to the Health Steering Committee of the National Association of Counties. I also recently completed the NACo High Performance Leadership Academy, which is another honor I take pride in. These opportunities allow me to bring the concerns and needs of Gwinnett to a national platform where we can work together to shape policies that directly impact the health and well-being of our communities.

 

I will host three town halls in September. The first town hall will focus on mental health and available resources and will take place on Monday, September 9 from 6:30pm to 8:00pm at the Gwinnett Justice and Administration Center Auditorium in Lawrenceville. This town hall will be a follow-up from our July town hall that focused on the dangers of fentanyl.

 

In addition, I will also hold two State of the District town halls later this month. Topics of these town halls include transportation, the millage rate, crime, parks and recreation, water resources, and more. The first one will occur on Monday, September 23 from 6:30pm to 8:00pm at the Dacula Park Activity Building located at 2735 Auburn Avenue in Dacula. The second will take place on Monday, September 30 from 6:30pm to 8:00pm at Snellville City Hall. I hope to see you and look forward to engaging with the residents of District 3 and Gwinnett County.

Happening Around Gwinnett

Construction to begin on Gwinnett's first-of-its-kind Human Services facility

The Gwinnett Board of Commissioners voted to move forward with the construction of a 78,000-square-foot, three-story Human Services building. This first-of-its-kind facility in Gwinnett and the tri-county area will be located on the same site as the new Gwinnett County Records Management and Storage facility on Grayson Highway in Lawrenceville. Construction will begin in January 2025.

 

OneStop Gwinnett will serve as a central hub for the County's human services and offer vital resources, including veteran and family services, workforce development programs, and various community and partner spaces for classes and training. It will also serve as the command center for the County's Community Navigator Team. In partnership with View Point Health, OneStop Gwinnett will address the County's growing need for mental and behavioral health services with a 30-bed inpatient stabilization unit and a 23-hour temporary observation day center capable of accommodating up to 15 individuals.

Public Safety Fall Festival returns to Coolray Field

Gwinnett Police will host the 15th annual Public Safety Fall Festival on Saturday, September 7 from 10:00am to 2:00pm at Coolray Field in Lawrenceville. This event is free and open to residents of all ages.

 

For the first time, the event features the Peach Street Rodeo, which involves highly trained motorcyclists from across the country performing different challenges. There will also be giveaways, food trucks, demonstrations, and touch-a-truck experiences with SWAT vehicles, fire trucks, and more! Request an absentee ballot

Are you registered to vote in the 2024 General Election but aren’t able to vote in-person on Election Day? Beginning Monday, August 19, registered voters can request an absentee by mail ballot for the November 5 General Election through Friday, October 25.

Free food distribution

Free food distribution

Free food distribution will take place at Rhodes Jordan Park in Lawrenceville on Tuesday, September 10 from 3:00pm until supplies last. Get fresh and shelf-stable foods with drive-thru and contactless distribution. No ID is required.

Recycle your glass and paper

Gwinnett residents are invited to drop off glass and paper for recycling across four days in September. Residents can stop by Lenora Park in Snellville on Thursday, September 12 from 11:00am to 1:00pm to recycle their glass and paper.

 

All glass and paper must be in separate containers. Glass will be placed in purple recycling bins on-site and paper will be shredded on-site. All paper must be placed in disposable containers that will not be returned, with a limit of five. This is a rain-or-shine event. Businesses can apply for Incumbent Worker Training Program

The Atlanta Regional Workforce Development Board is seeking applications from Gwinnett County businesses to participate in the Incumbent Worker Training program, a dynamic initiative aimed at fortifying the skills of the region's workforce and bolstering the competitive edge of local businesses.

 

The federally funded program is available to businesses with five or more employees operating for a least a year in one of seven counties, including Gwinnett. The program provides a maximum of $25,000 per employer and $7,000 per participant each year to provide tailored solutions. Employers are required to contribute 50 percent of the total training costs. Applications are now being accepted and awards will be granted on a competitive basis.

Gwinnett County website adds Facebook and Google sign-on options

To enhance the user login experience, the Gwinnett County website has introduced a new single sign-on option through Facebook and Google accounts. Now, residents accessing county services, including water bill payments, can conveniently log in via these widely used platforms.

 

For those with existing accounts, ensure your profile has a Google email address or an email address associated with a Facebook account to use the single sign-on options. If your account lacks this email address or you use a different email address to log in, simply update your contact information. For technical support, please review these instructions. Should you require assistance with the new sign-on options for water bill payment, contact customer care at 678.376.6800. For any other assistance with the new sign-on options, email Webmaster@GwinnettCounty.com.

Pickleball Play & Grandparents Day

Saturday, September 7 from 10:00am to 1:00pm

4-H Farm Friends at the Gwinnett County Fair

September 12 to September 22

Learn about life on the farm inside the Big Red Barn at the 4-H Farm Friends exhibit at the Gwinnett County Fair at the Gwinnett County Fairgrounds in Lawrenceville. Visitors can pet rabbits, goats, and sheep; see ducklings and fluffy baby chicks; play barnyard trivia; and even “milk” Daisy, the wooden sawhorse cow. Discovery Day for toddlers and homeschool families will take place from 11:00am to noon on Friday September 20 for $2 or $1 per person on nights and weekends. Gwinnett County Fairgrounds, 2405 Sugarloaf Parkway, Lawrenceville.

 

Splish Splash Doggie Bash

Saturday, September 14 from 11:00am to 2:30pm

Bring your pup to make a splash in the waterpark. Splashing/swimming with your pup is not allowed. Dogs must arrive on a leash and be accompanied by an adult 18 years or older, with one dog per adult. Proof of spaying or neutering and vaccinations are required. Small dogs (20 pounds and under): 11:00am to noon; medium dogs (21 pounds to 50 pounds) 12:15pm to 1:15pm; large dogs (50 pounds and up): 1:30pm to 2:30pm. Resident fee: $10. Register here. Board keeps 2024 millage rate the same as last year

The Gwinnett County Board of Commissioners adopted the same general fund millage rate as last year, 6.95 mills. Prior to the vote, the Board accepted public comments at three public hearings and through the County's website.

 

Most homeowners in Gwinnett benefit from the Value Offset Exemption, meaning they will not see an increase in the county government portion of their tax bill. Property taxes are based on millage rates set by county government, schools, and cities. One mill equals a dollar tax per thousand dollars of assessed property value.

 

Details on the 2024 millage rates and information about how property taxes are calculated are available at GwinnettCounty.com/PropertyTaxes. Property tax bills are due in October.

Vote early for the General Election

Voters are not limited to Election Day to cast their ballot for the November 5 General Election. Registered voters may vote advance in-person any day, including weekends, from October 15 through November 1, 7:00am to 7:00pm, at the Gwinnett Voter Registrations and Elections Office in Lawrenceville and 12 other advance voting locations around the county. To find an advance voting location near you, visit GwinnettElections.com.

Apply for the Atlanta Regional Commission's Incumbent Worker Training Program

The Atlanta Regional Workforce Development Board is inviting local businesses to participate in the Incumbent Worker Training Program. This federally funded program is open to businesses with at least five employees that have been operating for a minimum of one year. The program aims to enhance the skills of the regional workforce by offering up to $25,000 per employer and $7,000 per participant for tailored training solutions.   • Get inside a building

SPLOST

Gwinnett County's Police Headquarters is getting an upgrade

The County will use Special Purpose Local Option Sales Tax funds for the redesign of our Gwinnett Police headquarters. The upgrades will address current and future space requirements, consolidating offsite teams and sections into a single facility. Originally built in 1977, the existing headquarters was expanded in 1988 and has undergone several reconfigurations over the years to adapt to the evolving needs of the county and the department.

Commissioner Ku to host State of District 2 on August 29

Join District 2 Commissioner Ben Ku for a town hall to discuss District 2 projects and countywide updates. The town hall will take place Thursday, August 29 from 6:00pm to 7:00pm at the Mountain Park Activity Building, located at 1063 Rockbridge Road in Stone Mountain.

 

Commissioner Ku will share the latest developments in District 2, followed by a Q&A session with County representatives. An ASL translator will be available during the Q&A portion of the meeting.

Are you registered to vote in the upcoming General Election but aren't able to vote in-person on Election Day? Beginning Monday, August 19, registered voters can request an absentee by mail ballot for the November 5 General Election through Friday, October 25. Nonprofit Capacity Building Grant applications open until August 30

Gwinnett will accept applications for its Nonprofit Capacity Building Grant until August 30. The grant program provides financial assistance to nonprofits negatively affected by the COVID-19 pandemic. This may occur in the form of operational support or capital support. Applications can be accessed in the grant application portal, and applicants must register with GovGrants to submit an application.

 

The Gwinnett County Board of Commissioners allocated $5 million in American Rescue Plan Act funding for Nonprofit Capacity Building. In alignment with the County’s Human Services Strategic Plan, funding will be awarded to organizations providing services in food security, housing, health and wellness, youth, literacy, and learning, and cross-cutting barriers to access like transportation or culturally and linguistically responsive services.

Learn about Gwinnett’s Transit Referendum

In the upcoming November 5 General Election, a transit referendum will be on the ballot. Voters will decide whether to fund transit projects through a dedicated Transit Special Purpose Local Option Sales Tax, known as Transit SPLOST. If approved, a one percent sales tax will be implemented for 30 years to support up to 75 transit projects in Gwinnett.

Share your feedback on the proposed Lawrenceville Transit Transfer Facility

Residents are invited to learn about the proposed site selection for the Lawrenceville Transit Transfer Facility and share their comments. Join Gwinnett Transportation either in person or virtually:

  • Wednesday, August 21 at 5:30pm: In-person at One Justice Square, Room 106, 466 West Crogan Street, Lawrenceville

Join us at Coolray Field on Saturday, September 7 for the 15th annual Public Safety Fall Festival! Come out from 10:00am to 2:00pm to meet our first responders and enjoy food, giveaways, demonstrations, and displays. Kids will love the touch-a-truck experience featuring a SWAT personnel carrier, fire trucks, and other specialized vehicles. There will also be a Motorcycle Training Challenge showcasing courses from multiple police agencies. This event is open to residents of all ages and abilities.

Gwinnett County has introduced new single sign-on options via Facebook and Google to enhance the user login experience. Residents can now conveniently access county services, including water bill payments, using these platforms. If you have an existing account, ensure your profile includes a Google or Facebook-associated email address to use the single sign-on feature. If not, simply update your contact information.

Master your firearm with essential gun safety practices

Whether you’re new to gun ownership or if you’ve been a gun owner for quite some time, it’s always great to brush up on your firearm safety skills. We provide several Firearm Safety and Security classes throughout the year to share guidelines and best practices for safe gun handling. The classes are held at all police precincts and taught by local law enforcement personnel.

 

Registration is required to participate, and seating is limited. Youth who plan to attend must be accompanied by a parent or guardian. Residents are prohibited from bringing their own weapons to class. All classes start promptly at 6:30pm.

Gwinnett Police receives multiple National Association of Counties Awards

 

Over the summer, our department was recognized by the National Association of Counties for our exemplary programs and services.

 

Gwinnett Police's Behavioral Health Unit was recognized in the Criminal Justice and Public Safety category. The Behavioral Health Unit provides assistance and protection to those persons who are suffering from mental health issues, an intellectual disability disorder, or other behavioral health concerns. A part of BHU's mission is jail diversion and seeking effective treatment for mental illness, and in 2023, we saw a 98 percent jail diversion rate.

 

Our mentoring program also received an award. This initiative focuses on providing younger officers with guidance and support from experienced officers who share their knowledge to influence personal and professional growth leading to effective leadership. The mentor program helps develop skills, builds confidence, and fosters a sense of community within the department. Ultimately, this initiative can contribute to the growth and success of young officers, as well as the overall effectiveness of the department. This has led to improved retention rates, job satisfaction, and overall leadership quality. Our mentor program is continuously expanding to include more corporals and helping them prepare for future leadership roles, while senior sergeants and lieutenants serve as mentors.

Safety Tip: School Zone Safety Program

Gwinnett County schools are back in session. Please be mindful of automated speed enforcement cameras in local school zones. Not all cameras throughout Gwinnett County are operated by Gwinnett County Police. Some Gwinnett cities also have automated speed enforcement cameras, and they have their own rules and fee structures.    

 

Whenever you see a school zone sign that has flashing lights, it means the speed limit on that portion of the roadway is reduced by 10 and up to 20 miles an hour. The school zone lights flash one hour prior to the first class of school instruction and one hour after the last class of instruction has concluded. However, when the lights are not flashing during school hours, the cameras are still running, and the regular speed limit of the road is enforced. The posted speed limit on the flashing sign is the speed limit only while the lights are flashing.

At a recent Board of Commissioners meeting, Gwinnett County received a plaque for achieving gold status as a BioReady® community from Georgia Bio, the state’s leading life sciences membership organization. The BioReady® program rates communities in three tiers: Bronze, Silver and Gold. These ratings assess a municipality’s readiness to host biotechnology facilities based on zoning practices and infrastructure capacity, helping real estate developers and biotechnology companies find the most favorable destinations to locate.

Gwinnett to host annual Supplier Networking Event on August 14

The Gwinnett Purchasing Division will host its annual Supplier Networking Event on Wednesday, August 14 from 8:30am to 11:00am at the Gas South Convention Center, located at 6400 Sugarloaf Parkway in Duluth. During the event, attendees can meet buyers and contracting officers from Gwinnett and other metro Atlanta agencies. County departments and procurement staff will also be available to allow potential suppliers to get acquainted with the County’s procurement procedures.

Atlanta Regional Commission seeks input to update Public Participation Plan

The Atlanta Regional Commission is seeking input to inform a major update to the agency’s regional public participation plan. The update is the first since 2019 and is designed to ensure that ARC’s transportation planning meets the region’s needs and reflects metro Atlanta’s diverse population.

 

Residents can provide input by taking an online survey, visiting the ARC website, or attending in-person events in August and September to review the draft plan and offer comments.

Property tax bills coming in August

Property tax bills should arrive in your mailbox by mid-August. Even if you sold a property this year, you will still receive a tax bill, as required by law. This is because taxes are calculated based on the ownership status on January 1, and the owner at that time is responsible for the full amount. Typically, taxes are paid on time and the responsibility transfers seamlessly to the new owners. If not, sellers may be named in tax liens placed on the property. The Building Brains Afterschool program provides a safe and fun environment where children can participate in afterschool enrichment activities in select schools throughout the county. Gwinnett County accepts Child and Parent Services assistance for several eligible programs when school is out of session. Through the CAPS program, qualified families may be able to attend at little to no cost.

Help prevent tragedies by teaching your loved ones about pedestrian safety with these helpful tips:

  • Follow all traffic signals

  • Always hold children's hands when crossing the street
  • Avoid playing in the street
  • Watch for vehicles backing out of driveways
  • Wear bright clothing to be seen at night

Like many of you, we've had a busy summer. One of my favorite moments was the town hall I held on Saturday, July 27. I appreciate the residents and the panel of experts who attended to lead the conversation about the dangers of fentanyl that we are currently facing. We're one team, and I believe we can prevent an increase in fentanyl misuse and overdoes if we work together.

I also enjoyed spending time with our community at the Back To School Health Fair hosted by the Georgia Department of Family and Children Services in Lawrenceville. The event featured free immunizations, dental and vision checks, school supplies, and more!

Happening Around Gwinnett

Board of Commissioners holds general millage

rate steady

The Gwinnett Board of Commissioners adopted the same millage fund rate as last year of 6.95 mills. The 2024 total property tax millage rate for property owners in unincorporated Gwinnett will be 14.71 mills. The milage rates for special service districts and countywide levies for recreation and economic development also remain unchanged from last year. Millage rates for service districts in Gwinnett are based on property location and county services provided, such as police, fire, and emergency medical services and code enforcement.

 

The Tax Commissioner’s Office will mail property tax bills this month, with payments due in October. Property owners or mortgage lenders can make payments by mail, online, in person at the main tax office, or by using one of the special drop boxes located at tag offices. Details on the 2024 millage rate and additional information about property taxes can be found here.

Nonprofit Capacity Building Grant applications

Gwinnett is accepting applications for the Nonprofit Capacity Building Grant to provide financial assistance to nonprofits negatively affected by the COVID-19 pandemic. In alignment with the County’s Human Services Strategic Plan, funding will be awarded to organizations providing services in food security, housing, health and wellness, youth, literacy, learning, and cross-cutting barriers to access like transportation or culturally or linguistically responsive services.

 

Nonprofits can apply for either capital support, which focuses on projects that improve capacity by fulfilling a capital need, such as equipment, software solutions, and vehicles, or operational support, which focuses on providing technical assistance and learning modules to grow the organization’s capacity. Applications are open through August 30 and can be accessed through the grant application portal.

Gwinnett to host annual Supplier Networking Event on August 14

The Gwinnett Purchasing Division will host its annual Supplier Networking Event on Wednesday, August 14 from 8:30am to 11:00am at the Gas South Convention Center in Duluth.

 

During the event, attendees can meet buyers and contracting officers from Gwinnett and other metro Atlanta agencies.

County departments and procurement staff will also be available to allow potential suppliers to get acquainted with the County’s procurement procedures.

 

All attendees are encouraged to park in Parking Deck 1. Level P3 is the closest entrance to the Gas South Convention Center. Visit the Gwinnett Purchasing website to learn more and register.

Request an absentee ballot

Are you registered to vote in the 2024 General Election but aren’t able to vote in-person on Election Day? Beginning Monday, August 19, registered voters can request an absentee by mail ballot for the November 5 General Election through Friday, October 25.

What's New in District 3

Water main replacements help avoid breaks

The Department of Water Resources will begin work on water system improvement projects as part of an ongoing water main replacement program.

 

Just over half a mile of water mains will be replaced along Ridgedale Way and several cul-de-sacs in the Ansley Brook Subdivision located southwest of Lawrenceville at a cost of $1.4 million.

Gwinnett’s population recognized in 2024 Digital Counties Survey

Gwinnett County’s growing population is being recognized by The Center for Digital Governance and the National Association of Counties. Gwinnett placed 7th in the 1 Million or More Population category for the 22nd Annual Digital Counties Survey Award.

 

The survey identifies the best technology among U.S. counties, including initiatives that streamline delivery of government services; provide data analytics to allow decisions based on performance and outcomes; enhance cybersecurity; and apply innovative and emerging technologies to county priorities.

The Building Brains Afterschool program provides a safe and fun environment where children can participate in afterschool enrichment activities in select schools throughout the county. Gwinnett County accepts Child and Parent Services assistance for several eligible programs when school is out of session. Public Safety Fall Festival returns to Coolray Field

Celebrating 15 years, the County's annual Public Safety Fall Festival will return to Coolray Field on Saturday, September 7. Residents of all ages and abilities are invited to join our local public safety heroes for a day of fun and learning.

 

Come out to this free event from 10:00am to 2:00pm to meet our first responders and enjoy food, give­aways, demonstrations, and displays. Kids can also enjoy a touch-a-truck with a SWAT personnel carrier, fire trucks, and other specialized vehicles. One high­light of the day will be the Motorcycle Training Chal­lenge featuring motorcycle courses from multiple police agencies.

More than 10,000 Gwinnett residents travel daily to Hartsfield-Jackson Atlanta International Airport for work or travel. Gwinnett's Transit Plan proposes an airport ride that would operate up to seven days a week with shuttles coming every hour to pro­vide residents with a convenient, affordable, and timely connection.

Tax Assessors' Office will conduct onsite property field visits

Gwinnett Board of Assessors appraisal staff con­duct routine field visits to maintain accurate ap­praisal data as part of the County's annual review process. Representatives from Gwinnett, LMC, or Ty­ler Technologies verify existing or new construction, measure exteriors, and take photographs.

 

Although no contact or involvement is needed, ap­praisers will carry identification and announce their presence at each property before beginning a re­view. Gwinnett achieves gold-tier BioReady® Community status

The County has been designated a BioReady® Com­munity by the state’s leading life sciences member­ship organization, Georgia Bio, at the BIO Interna­tional Convention in San Diego, California. Gwinnett County is the first county in metro Atlanta to qualify for and receive gold status as a BioReady® Commu­nity. The BioReady® program rates communities in three tiers: Bronze, Silver, and Gold. These ratings assess a municipality’s readiness to host biotech­nology facilities based on zoning practices and in­frastructure capacity, helping real estate developers and biotechnology companies find the most favor­able destinations to locate.

Atlanta Regional Commission seeks input to update Public Participation Plan

The Atlanta Regional Commission is seeking input to inform a major update to the agency’s regional public participation plan. The update is the first since 2019 and is designed to ensure that ARC’s transportation planning meets the region’s needs and reflects metro Atlanta’s diverse population. Residents can provide input by taking an online survey, visiting the ARC website, or attending in-person events in August and September to review the draft plan and offer comments.

Improvements coming to Jimmy Carter Boulevard at Buford Highway

Gwinnett Transportation will partner with the Georgia De­partment of Transportation for upcoming improvements to the intersection of Jimmy Carter Boulevard and Buford Highway.

 

The County’s $2.2 million contribution to the construction cost will come from Special Purpose Local Option Sales Tax funds, as well as the cities of Peachtree Corners and Norcross.

 

Construction on the project is expected to begin by the end of 2024.

Gwinnett Youth Police Academy helps us build bridges and break down barriers

 

This summer, Gwinnett Police once again hosted 26 middle school and 24 high school students at our annual Youth Police Academy, a program designed to foster positive relationships between youth and peace officers. Each year since 2016, we host two academies that are a week-long and exposes students to the inner workings of the police department and the importance of community safety.

This year, through a combination of classroom instruction, hands-on activities, and field trips, we provided a comprehensive understanding of law enforcement, personal safety, and crime prevention. Youth were able to connect with officers in a non-enforcement setting and learn how each police division and section — such as K-9, crime scene investigations, aviation, and 911 communications — functions daily to benefit residents. 

 

In addition to officers and personnel from our different divisions who help teach students, we appreciate the help and support from our external partners, including Northside Hospital Gwinnett, GUIDE, Inc., and Gwinnett Fire and Emergency Services Training Academy. A special thank you to our Empower Gwinnett Government Internship Program interns Malachi Pollard and Connor Salmon, who helped supervise our middle school students and write questions for our youth trivia game. There is so much that goes into creating a memorable experience for students and it's no surprise that we continue to see more and more siblings of YPA alumni as well as children and grandchildren of Citizens Police Academy alumni. Gwinnett Police youth engagement fosters future leaders

In addition to our signature youth programs, this summer we also hosted students from across the county through various programs, such as Gwinnett County Public Schools Community Based Mentoring Program, Junior District Attorney and Investigator Mentorship, and Gwinnett Youth Commissioners. Students went behind-the-scenes at police headquarters, 911 Communications, and the police training center.

 

Gwinnett Police is committed to fostering the next generation of leaders, providing hands-on learning experiences, self-defense, community safety, and crime prevention. Operation Children Thrive helps hundreds of families prepare for back-to-school

As the new school year approaches, Gwinnett Police and many of our partners step up to make sure every child in our community has the necessary tools to succeed academically. Each year, we host Operation Children Thrive back-to-school supply event in partnership with local nonprofit 1Powerhouse to provide school supplies, food, and household items to families in need. Last Friday, we served more than 650 families, providing more than 1,500 backpacks filled with school supplies.

 

In addition to the backpacks and school supplies provided by local residents, we also received supplies from the Gwinnett County Public Schools Foundation.

 

This year, we hosted the supply distribution event at St. Patrick's Catholic Church. Gwinnett Police invited a few of our first responder partners to join us in service — thank you to Gwinnett Fire and Emergency Services, Gwinnett County Public Schools Student Resource Officers, and Norcross Police! This event, like many others we host, is a testament to the power of community support and the commitment of our department to foster a nurturing environment for children and families.

 

Students had the opportunity to select their own backpacks and fill them with the necessary supplies needed for the upcoming school year. Gwinnett Police also had the benefit of a few extra hands to help sort, package, and clean up after the event from a student led local nonprofit SEASUS, a Korean American organization focused on education and volunteer service. Our longstanding partners at 1Powerhouse invited their partners and provided valuable information about accessing health care and immigration resources. Together, we not only supported the academic success of our children but also showed the families that there are organizations, first responders, and residents who care about their children's future.

First responders are our frontline heroes. They rush to the scene in the most critical and dangerous situations. Their compassion leads them to address crimes for victims’ families, rush into burning homes, and comfort those whose loved ones are sadly now a memory.

 

Behind their bravery, their badge, and hidden cape is an issue often overlooked — their mental health.

Safety Tip: Beware of Fake Scam Phone Calls

There has recently been a renewed wave of scam phone calls from people claiming to be officers with the Gwinnett County Police Department. Victims of these scams are often called randomly by people pretending to be police officers. The names they provide may be a real officer’s name or a fake name with a fake badge number. Generally, the scam caller threatens arrest, or some other action if money is not provided to them.  The Gwinnett County Police Department will never ask for payment of any sort over the phone. 

    

 

  • Be suspicious of anyone calling and demanding immediate payment, especially by:

Prepaid debit card (such as Green Dot)

Gift cards

Cryptocurrency (such as bitcoin)

Wire transfer

Cash via FedEx or other courier

  • Ask for the caller’s identity and independently contact the agency. Do not call the number that appears on your caller I.D.
  • Do not disclose personal or financial information to unsolicited callers or by email.
  • Do not wire money or provide bank account numbers or financial transaction card numbers (credit, debit, Green Dot, or any other prepaid card) to anyone you don’t know.

Gwinnett’s Transit Plan proposes new microtransit zones

Microtransit is an on-demand, shared-ride service where customers can use the Ride Gwinnett app to book their trips. At $3 per trip, the service is a convenient, flexible, and affordable way to travel to local healthcare services, jobs and businesses, entertainment and recreation, and more. Currently, microtransit is available in Snellville and Lawrenceville. With Gwinnett’s Transit Plan, the service could expand to 27 zones that provide 100 percent transit coverage in Gwinnett.

Dispose of your household hazardous waste

Join Gwinnett Water Resources and Gwinnett Clean & Beautiful to dispose of your household hazardous waste on Saturday, July 20 from 8:00am to 11:00am at the Gwinnett County Fairgrounds in Lawrenceville. Residents are invited to bring up to five containers of household hazardous waste to dispose of for free. Containers should be a laundry basket, a copy paper box, or a similar-sized container. Containers will not be returned. Board of Commissioners proposes to hold millage rate steady

The Gwinnett Board of Commissioners is considering keeping the general millage rate fund the same as last year at 6.95 mills. While the total digest of taxable property is prepared, Georgia law requires that a rollback millage rate be computed that will produce the same total revenue on the current year's digest that last year's millage rate would have produced had no reassessments occurred. For 2024, Gwinnett's rollback millage rate is calculated at 6.5 mills. The 2024 millage rate the Board of Commissioners is considering is 6.95 mills, or .45 mills above the rollback millage rate. Therefore, state law requires commissioners to announce a property tax increase.

 

Share your comments during a public hearing on Tuesday, July 16 at 11:00am at the Gwinnett Justice and Administration Center in Lawrenceville. Gwinnett achieves gold-tier BioReady® community status

Gwinnett has been designated as a BioReady® Community by Georgia Bio, the state’s leading life sciences membership organization. The announcement was made at the BIO International Convention in San Diego, California.

 

The BioReady® program rates communities in three tiers: Bronze, Silver, and Gold. These ratings assess a municipality’s readiness to host biotechnology facilities based on zoning practices and infrastructure capacity, helping real estate developers and biotechnology companies find the most favorable destinations to locate. Gwinnett County is the first county in metro Atlanta to qualify for and receive gold status as a BioReady® Community.

Give a shelter dog a loving home

Adoption is an exciting and fulfilling way to give a shelter dog a forever home, and right now, you can adopt your new best friend from the Bill Atkinson Animal Welfare Center in Lawrenceville for free. Dogs are spayed/neutered, microchipped, and vaccinated before leaving the shelter.

County offices closed for Independence Day

All Gwinnett County Government offices, apart from operations required for the comfort and safety of residents, will be closed Thursday, July 4 in observance of Independence Day and will resume regular hours on Friday, July 5. Trash and recycling collection will be delayed by one day following the holiday on July 4. For more information, visit GCSolidWaste.com. A Magistrate Court judge will be available at the Gwinnett County Detention Center during the holiday.

Become a firefighter or paramedic

Our skilled first responders are on the front lines every day, carrying out essential firefighting and rescue duties crucial to the community. Now is your chance to join Gwinnett Fire and Emergency Services at a hiring event on Friday, July 12 from 9:00am to 3:00pm at the Training Academy, located at 3608 Braselton Highway in Dacula.

 

The event will include a physical performance evaluation (sneakers and long pants required), a detailed application, a background check, and a brief interview. The entire process typically takes two to three hours, and it is encouraged to apply before attending the event. Apply for Gwinnett 101 Citizens Academy

Gwinnett is accepting applications for the next Gwinnett 101 Citizens Academy. This 12-week program gives residents, students, and business owners a behind-the-scenes look at how Gwinnett County Government provides services to our residents.

 

Interested applicants must meet a list of requirements to participate and can apply through July 15. A submitted application does not guarantee your place in the program. For more information about the Gwinnett 101 Citizens Academy, contact Community Outreach at Outreach@GwinnettCounty.com.

Gwinnett Police asking for school supply donations

The Gwinnett Police Department needs your help to collect school supplies for students during the Operation Children Thrive back-to-school supply drive now through July 17. This year, there is a significant need for backpacks, but other items such as colored pencils, markers, pens, rulers, and notebooks will be accepted.

 

Residents can drop items off at Police headquarters or any of the six Gwinnett Police precincts around the county.

Get rid of your hazardous waste

Bring your household hazardous waste for reuse, recycling, or disposal at the Household Hazardous Waste Collection Day event on Saturday, July 20 from 8:00am to 11:00am at the Gwinnett County Fairgrounds in Lawrenceville. Residents can bring up to five disposable containers of waste products like paint, motor oil, batteries, cleaning chemicals, and more. Happy Independence Day! I hope you get to spend the holiday surrounded by family and friends.

 

June was a busy month with various celebrations. We celebrated Flag Day on June 14 and Juneteenth on June 19. We also gathered with our vibrant LGBTQ+ community for Pride in the Park on June 29 at Bethesda Park in Lawrenceville. I also had the honor and privilege of speaking to Korean War veterans at the 74th Korean War Veterans celebration.

Gwinnett Police asking for school supply donations

Gwinnett breaks ground on 53rd park

Discovery Park will become the 53rd addition to the award-winning Gwinnett Parks and Recreation system. Located at the intersection of Old Norcross Road and Lawrenceville-Suwanee Road, park-goers can look forward to amenities such as a lighted multiuse trail, ball fields, an interactive fountain, and an inclusive playground for children of various ages and abilities.

 

The $28 million is set to open to the public in 2026 and was funded by the Special Purpose Local Option Sales Tax, known as SPLOST. To learn more about how your pennies are working in Gwinnett, visit GwinnettSPLOST.com.

What's New in District 3

District 3 Town Hall: Fighting Fentanyl

Join me to learn how Gwinnett County Government and public health and safety partners are tackling the concerning rise in fentanyl misuse.

 

This town hall will feature a screening of the Emmy Award-winning docuseries Upfront Gwinnett: Fighting Fentanyl, followed by a discussion with a panel of experts. Audience members will have the opportunity to ask questions and gain valuable insights into this critical issue.

 

The town hall will take place on Saturday, July 27 from 10:00am to noon at the Gwinnett Justice and Administration Center in Lawrenceville.

The Bill Atkinson Animal Welfare Center in Lawrenceville is currently at critical capacity. Adoption is an exciting and fulfilling way to give a shelter dog a forever home. Before leaving the shelter, dogs are spayed/neutered, microchipped, and vaccinated.

Gwinnett Police holding joint hiring event for 911 center and Police positions

The Gwinnett County E911 Communications Division will hold a joint hiring event with Police Officer positions on Saturday, July 13 at the Police Training Center located at 854 Winder Highway in Lawrenceville.

 

The hiring event will complete Phase I of the recruitment process for 911 Center positions. Phase I of the hiring event involves an orientation, CritiCall simulation typing test, preliminary background investigation, and an oral interview. Those applying for Communications Officer positions are encouraged to register and schedule an appointment in advance. The process can take several hours, and walk-ins are welcome but should arrive at 8:30am to ensure the entire process can be completed. Get free plumbing services through the Water Resources Assistance Program

Receive assistance with leaks, septic system repairs, and other plumbing issues through the Water Resources Assistance Program, or WRAP. The program is a partnership between Gwinnett Water Resources and local organizations. WRAP provides eligible homeowners with plumbing services, septic system repair, and water-saving fixtures at no cost. To qualify, applicants must live in Gwinnett County, own and live in the home where the work will occur, and earn an annual household income that is 60 percent of the Area Median Income or less. Welcome to Neighbors in Uniform, a monthly newsletter that provides information about Gwinnett County Police events, topics, programs, and initiatives. We are honored to have the respect and trust of the residents we serve and protect, and we're happy to be a resource and support.
 
We hope you celebrated the dads and father figures in your lives on Father's Day; being a police officer is an honor, but being a dad is priceless. Today, we celebrate Juneteenth, a day of reflection and celebration for African Americans marking the end of slavery. In June, we also recognize National Public Safety month, PTSD Awareness month, Men's Health month, Caribbean American Heritage month and Pride month. Look for Gwinnett Police at one of several local Pride celebrations.
 
 
Serve and protect your community with a career in law enforcement
We’re seeking dedicated individuals to join our team as police officers or 911 communications officers.
 
Our next hiring event will take place on Saturday, July 13, from 8:00am to 4:00pm at the Gwinnett County Police Training Center, located at 854 Winder Highway in Lawrenceville.
 
This is a special opportunity to complete the first phase of the two-phase hiring process. Conditional jobs officers may be given during this event.
We're offering a $5,100 hiring incentive for new police officers and a $4,600 hiring incentive for new communications officers.

Help us support students in need with school supplies
Help students start the new school year strong by donating to our Operation Children Thrive back-to-school supply drive! We’re collecting donations until July 17 to ensure families are supported and students return to class prepared for the 2024-2025 school year.

Master your firearm with essential gun safety practices
Learn guidelines and best practices for safe gun handling by joining our final summer session of Firearm Safety and Security classes. The classes are offered at all police precincts and taught by local law enforcement personnel.
 
Registration is required to participate, and seating is limited. Youth who plan to attend must be accompanied by a parent or guardian. Residents are prohibited from bringing their own guns to class.

Gwinnett Multicultural Festival draws thousands to celebrate diversity
Thank you to the estimated 3,500 attendees who came out to support the 10th annual Gwinnett Multicultural Festival and County Government Open House! We celebrated Gwinnett's newest citizens. The touch-a-truck area was a huge hit for the young and young at heart. The talented performers mesmerized us with their cultural dances, shared their traditional instruments, and even performed a fire dance. The exhibitors did a phenomenal job decorating their tables to showcase countries from around the world and share stories of heritage and history. The vendors showed up with delicious food options, face painting, henna tattoos, carnival rides, and popular characters greeted residents during the event. The annual festival is a testament to what truly makes Gwinnett unique — our residents!
 
In 2013, former Chief of Police Charlie Walters had the vision to create the multicultural festival to build relationships and break down barriers between police and residents. As a result, we hosted the first Gwinnett Multicultural Festival on May 3, 2014, at North Atlanta Trade Center. Engaging with diverse cultures helps us challenge stereotypes, fight prejudices, and build bridges of understanding across communities. By appreciating and respecting different customs, traditions, and languages, we cultivate a more inclusive society that values the contributions of each individual, regardless of their background.
 
We extend our deepest gratitude to every performer, vendor, volunteer, and attendee who contributed to the festival's success. We believe a vibrant and thriving community, like Gwinnett, is built on the foundation of mutual respect, understanding, and collaboration. We hosted our third annual Rising Star Awards to recognize the selfless acts and tireless efforts students have made in our community. Prior to the celebration, we surprised students at their homes and places where they volunteer to give them the great news about their nomination and provide them with a formal invitation to the awards ceremony and a VIP tour of our Training Center. GoGwinnett! featured just a couple of our surprise visits.

Safety Tip of the Month: Minimize distracted driving
Distracted driving is dangerous and deadly. In 2022, 3,308 people lost their lives in crashes involving distracted drivers, and nearly 290,000 people were injured, according to the National Highway Traffic Safety Administration.
 
You cannot drive safely unless the task of driving has your full attention. Any activity you engage in while driving is a potential distraction and increases your risk of crashing. Here are five tips to keep in mind to help minimize distracted driving:
 
  • Turn on your Android Auto or Apple Car Play feature before putting your vehicle in drive, so you can answer calls or messages hands-free. You can also activate the 'Do Not Disturb' feature on your phone to silence notifications while driving.
  • Start touch-free navigation before heading to your destination. Turn the sound on for voice directions, so you can keep your eyes on the road.
  • Avoid too much conversation with passengers in the vehicle or on the phone.
  • Avoid multitasking, eating, or getting ready while driving. According to the National Highway Traffic Safety Administration, people who eat and drive increase their chances of getting into a car accident by 80 percent.
  • Avoid driving while overly emotional. It's okay to not be okay. You may need to pull over to calm down before driving again.

Summer has arrived! I want to thank everyone who joined us as we honored our fallen heroes at our Memorial Day ceremony. It was another solemn day as we remembered all those who made the ultimate sacrifice and inducted World War II solider E Daniel Hinton Moore and Georgia State Trooper Jimmy Cenescar into the Fallen Heroes Memorial. We owe all our military and public service officers our gratitude for their sacrifices. If you missed the ceremony, you can watch it online.

Gwinnett Commissioners approve transit referendum
The Gwinnett County Board of Commissioners took a significant step toward improving mobility for residents. The board approved a transit referendum to be placed on the November 5 General Election ballot. If approved by voters, the transit referendum would impose a one percent sales tax for 30 years to fund up to 75 transit projects in Gwinnett.
 
A Transit SPLOST aims to distribute financial responsibility more equitably among all residents, businesses, and visitors, alleviating the burden on Gwinnett’s property owners. Currently, Gwinnett's transit system is funded by property owners through the County general fund, the federal government, discretionary grants, and Ride Gwinnett fares.
 
The transit plan includes an airport ride to Hartsfield-Jackson Atlanta International Airport, enhanced and expanded county coverage by local bus, additional transit transfer facilities, and the expansion of microtransit providing 100 percent countywide coverage. The new transit referendum does not include heavy rail or MARTA.

Board approves non-discrimination ordinance
The Gwinnett County Board of Commissioners passed a non-discrimination ordinance, which provides protection to members of the LGBTQ community and other groups in the county.
 
The non-discrimination ordinance establishes a process for review of discrimination complaints against businesses operating in unincorporated Gwinnett and owners, managers, and employees. The ordinance intends to address discriminatory acts that are not addressed or preempted by state or federal law.
 
Advance voting for General Primary Runoff Election begins June 8
Registered voters may vote advance in-person every day, including one weekend. Saturday, June 8 and Sunday, June 9 four locations will be open from 9:00am to 5:00pm. And Monday, June 10 to Friday, June 14 10 locations will be open from 7:00am to 7:00pm.
 
Find an advance voting location near you, and check wait times before heading to an advance voting location. If you did not vote in the May 21 primary election, you may still vote in this runoff election if you are registered. Learn more about the runoff on GwinnettCounty.com.

Gran a summer meal on-the-go
Gwinnett's Summer Meals program is back, providing free grab-and-go breakfast and lunch to children 18 and younger, as well as adults 19 and older with physical or mental disabilities. Nutritious meals are available now through Friday, August 2 and can be picked up Monday through Friday from 11:00am to 1:00pm, including County holidays, while supplies last.

Recycle your glass in District 3
Gwinnett County offers 13 glass recycling locations to provide residents with the opportunity to drop off glass for safe and sustainable recycling. Residents can bring clean, empty glass containers to any of the locations throughout the County, including District 3 locations of Lenora Park in Snellville, Harbins Park (baseball entrance) in Dacula, and Rabbit Hill Park (football entrance) in Dacula. Gwinnett Corrections to hold Prison Awareness Program
In memory of the late Scott Riner, a beloved Gwinnett County Corrections Officer who lost his life in the line of duty, Gwinnett Corrections will implement the Scott Riner's Prison Awareness Program, an initiative that allows teens to witness life in prison firsthand. The program will be held monthly, with future program dates to be determined.

Gwinnett 101 Citizens Academy accepting applications
The County is accepting applications for the next Gwinnett 101 Citizens Academy. This 12-week program gives engaged residents, students, and business owners a behind-the-scenes look at how Gwinnett County Government provides services to one million residents. Applications must be received no later than Monday, July 15 to be considered.

Upload your gate codes for first responder access
With the growing use of privacy gates at the entrances to businesses, subdivisions, and private residences, it is imperative that first responders have a way to access gates in the event of an emergency. The Gwinnett County 911 Center maintains a list of gate codes and other emergency contact information that can be used by the police department, fire department, and emergency medical service units as they respond to calls for service. Now, the County is making it easy for you to upload your gate codes.
 
Visit GwinnettPolice.com to complete the Emergency Contact Information Form, and be sure to select the type of gate code you are adding (i.e., apartment complex, subdivision, residence, etc.).
